The study was funded in part by the Renewable Fuels Association. It says that right there on the title page. The National Renewable Energy Laboratory is about as unbiased as they come. You can't pay them to publish the conclusion you want. The research has to be funded by someone, but the source of funding does not dictate the outcome.

In a way, its good that we have become so skeptical these days with so many "think tanks" publishing phony reports that look like science even though they are not. The National Renewable Energy Laboratory is the real deal. They do real science there. They describe their methods so that anyone can reproduce their results.

One of the things they tried to dispel in this report is the misunderstanding of ethanol's hydrophillic properties. If you have water in your tank, the ethanol will absorb more water than the gasoline. But ethanol will not result in more water in your tank than if you had no ethanol.
