The "Barricade" is a liner sandwiched in between layers of the hose. Sounds like the barricade did it's job and kept the hose from leaking, but the inside layer of that "sandwich" still got attacked by something in that fuel.

That story makes me rethink the placement of fuel filters, for when things go wrong. Something definitely went wrong in that case. It's not likely that it was the ethanol, since Barricade is rated for E-85, which would be more concentrated than the E-10 he likely had in his boat. Makes me wonder if the Sea Foam had anything to do with it?

Manufacturers design and test their products against fuel that meets ASTM specs. They sometimes test them against contaminated fuel, but it is impossible to test against every additive or contaminant that could be introduced with time and the elements.
