Our old fuel systems are not sealed tightly. Even in the new systems that are much tighter, the light hydrocarbons can evaporate right through the plastic tank and through the fuel lines.

I've been recommending Gates Barricade fuel hose for every application, because it has a liner designed to reduce leakage and stand up to modern fuel blends.

It may be surprising that evaporation is responsible for fuel deterioration. That's why this new data is so valuable. There are a lot of things going on that impact fuel quality. Now we have more evidence to help us pinpoint the problems.

Some of the engine companies, such as Mercury Marine, confirm these findings.
It's important to have independent labs doing this work. Otherwise, we end up with engine manufactures blaming the fuel and fuel producers blaming engine manufacturer.

I suppose we should view the report as being critical of fuel quality in general. It doesn't say that phase separation is acceptable. It says that the problems with fuel quality go way beyond phase separation. You could eliminate the alcohol and eliminate the current problems with water contamination, and your fuels would still be out of spec and cause performance problems.

The report does not prescribe solutions, but I think it is pointing toward making fuel systems tighter so that less is lost through evaporation. If you accomplish this, you would also eliminate the introduction of moisture, which leads to phase separation.
