So this has been said before from somebody way smarter than me and it is worth paying attention to. You need to be able to lock up each wheel by adjusting the toe and heel adjustments. If either the toe or heel adjustment gets rotated 360 degrees and the shoe does not touch the lining then you will never get the brakes right. It's that simple. If you adjust the toe and heel of each wheel so the shoe is touching the drum, and you still have no pedal, you need to look at the hydraulic system.

It sounds to me that either your drums have been turned too much or the shoes are worn down too much. You need to measure them both and get them right. I think you may be going down the wrong path chasing MC issues. That won't fix worn shoes or drums. Check out my post from last weekend, when we started Jared had no pedal or brakes at all. His wife and him bled the system perfectly (amazing) but mechanically they were not even close.
