Here is something to try that is effortless.

Start the engine and run it about 1/4 speed while parked. As the block heats up, it will possibly free up the valve all by itself. My 230 did this when I first got it running, but just driving the truck has freed up the valve and I never have the problem any more. The valve springs are pretty strong.

You can literally hear the cylinder begin firing and the engine smooth out when the valve frees up.

If the valve spring access cover is off, you could also tap on the base of the offending valve, but do it when the engine is hot. The impact might pop the valve loose.
