It used to be a decent oil based alkyd enamel. Now it's a polyurethane, which means that if you don't use the whole can immediately, or purge the air out of the can before putting the lid back on, it congeals in the can. It's not like oil paint that forms a skin on top that you can peel off -- the whole thing thickens up (thinning it won't help) and finally solidifies. I don't know why but the new formulas don't cover very well either. Even black takes multiple coats.

The key to determining whether a can of paint is polyurethane or not is whether it says "combustible" on the label. If it's real oil alkyd enamel, it will say "flammable", not "combustible".
