Metal valve stems

My new inner tubes and flaps arrived from Universal Tire. The tubes have a removable piece of metal that is sort of U shaped. Obviously this can not go on the inside of the rim so it must go on the outside of my the rim to hold the valve stem in place. However, with the flap in place there is no way to get the retaining nut back on. I assume you just leave the metal plate and nut off in this case. Am I correct.
