Throw-out Bearing Adjustment?

I just replaced my clutch, throw-out bearing, spring, pilot bushing, and pressure plate. When I reinstalled the throw-out retainer with the new bearing and spring, I was looking at the bolt the spring goes into. It seemed really long and didn't seem to do anything? when in position the spring was just dangling off the bolt (see top photo - before removal), without any tension? This didn't seem correct. I started playing with it and adjusting it, finally getting it to look right. Anyway, I ended up making a new bolt that was roughly 1/2" shorter (see bottom photo - after install). The "original" bolt looked homemade and way too long.

What is the correct length of this bolt and how should it be adjusted? How much tension should be on the spring or the throw-out bearing retainer?
