I wonder if the Packard is like the old dodge, where the pivot arm does not have a good ground to its base?
If the tank is fairly full with gas, I can say it sounds similar to my situation once.
I had a brand new sender and if I recall it quickly stopped working in a similar manner as you described. Fixed by soldered the pigtail from the arm to the base. David Sherman posted a pic on the forum once of the repair.
