It's not flat spots on the tire, it's out-of-round conditions of tires and rims. You can correct it by warming the tires up (10 mile drive), jacking all 4 tires off the ground once home, and rotating the wheel to determine the low spot. Make the beginning and end points on the rim, make what would be the center point 180 degree of center point on tire, demount and rotate tire to center of rim marks and mount. Tolerance is 1/6th of an inch between tire and surface. Some custom wheel shops have saving equipment to deal with tall rims/low profile tires, so just look around. I have 1100/85R/16's on combat rims that have not been balanced, but I use 11ozs. of stainless steel balancing beads in the tube and they ride nice. Here's the link if interested.
