Sounds like it is starving for fuel. Get that new filter on there.
If doesn't have a sock filter in the tank does it? If it does, you'll want to take that off. And make sure the pickup is down in the fuel, and that you are not low on fuel.
Lift pump is also a possible cause. I have switched mine to piston mechanical pumps and have been very happy with that mod.
Look for rubber fuel lines that might be old and sucking closed. Or connections or steel lines with air leaks.
I've never experienced an injection pump to act like that.
Have you installed the one Jason built for you? I want to know how that works. I need him to tune the Wagoneer.
