Yes, for under floor battery, my '46 truck had the same thing for the negative cable. Don't know why, but cable went from battery (under floor) secured to top of clutch housing using that threaded hole, then went to the starter. The positive (earth) went across the front of the gearbox and secured with one of the bolts holding the top on the gearbox. I believe it was an original set-up.
