That trick is done to prevent run-on.

Revving up an engine, then suddenly closing the throttle starves the engine to prevent run-on. This is why many Chevies from especially the 1970's have a solenoid to close the throttle plates all the way (past the normal idle position). I don't know why, but Chevies seem more susceptible to this than other engines.
