Since you have fuel present at the input side of the fuel filter but only a limited and sometimes none going through, I'd check for blockage between the output side of the filter and the carb. When you said you replaced the fuel line, I assume that included the line from the filter to the carb. If you are sure this line is good, I'd check the fuel inlet fitting on the carb to make sure it doesn't have an internal filter screen. If this screen is plugged it will cause this problem. If all is well there I'd remove the fuel bowls and clean/replace the needle valve and make sure the float is set properly.
