Combat wheels tightening torque & tire size?

Replacing the tires on a 42 WC carryall. Can someone tell me what the tightening torque should be on the bolts which hold the rim halfs together? Also the old tire size was 9.00 x 16 but the shop book from vintage says 7.50 x 16. Can I go to either size without a problem? Anything else I need to consider? Thanks.
