Exactly. In a manual the ratio of input to out put shaft speeds is fixed if everything is working right. It's why you can put all the power you want in front of the stock PW driveline and all you'll do is increase your ability to make noise and break things.

In OD the ratio between RPM and speed gets as big as it's going to get but that's still a lot of change for the "same" RPM. Might be some slop in the gauges and any extra HP improvement is helping to keep the higher speed/RPM.
