1988 W250 High idle at start up

Looking for some direction/help on this. I know this might not be the correct forum, but if anything, you guys would know where I should look.

1988 Dodge Ram W250, TBI, 318CID California emissions. All stock, good running truck. Failed smog with high HC. All else was good. Noticeable problem: When starting dead cold, truck starts normally and warms up fine. When started fully warmed up, it takes about four to five seconds of cranking before it starts. Then goes to a high idle mode, where it takes about 7-8 seconds to ease back down. Then drives and accelerates normally.

Need some advice on this problem, or what website/service information I should read. I have only the Haynes manual, nothing else.
