I suspect it's a urethane type paint. The MSDS lists all kinds of isocyanates in it. I'm no chemist, but a lot of paints are going to urethane to avoid dodge the California VOC rules. They never keep well once the can has been opened. They cure by reacting with moisture in the air rather than by drying like regular paint. That means you can't just peel the skin off a half-used can and use what's left. I've had other kinds gel up in the can. I haven't seen one foam like that but it doesn't surprise me since similar chemistry is used in spray foam insulation and gorilla glue. Paint definitely isn't what it used to be.
