Probably the best place in the world to put windmills is in the middle of the Columbia Gorge, near Wind River and Wind Mountain, where all the wind surfers go (notice the theme?) It's 50 miles from Portland, a city that's always trying to outdo Seattle and San Francisco in the competition to be the greenest city in the world. The Columbia Gorge is the ideal wind site because it's the only gap in the whole Cascade mountain range and all the coastal winds funnel through it.

But do they build windmills in the Gorge? Of course not. It's a scenic view corridor, where you can't even build a new house unless you hide it away and paint it so it blends in with the landscape. So the windmills are all set up just east of the Gorge, out in the sagebrush where the wind has spread out and died down after funneling through the Gorge. That way the Portlandians can charge their Priuses with green energy while still being able to wind-surf in unsullied nature.
