At the engineering company I worked at up till last year, "draftsman" was a term that was not heard very often anymore. It usually meant an entry level position that worked only with 2D drawings. Since your son works for a government contractor, their terminology is probably different and he most likely works in the 3D world and has considerable responsibility.

Where I work now, he Mazak CNC machines have a limited ability for a operator to "input drawings". For the most part, coordinate information is manually entered, or we create 3D solids in Inventor and save these out as 3D .igs files or 2D .dxf files. These then get loaded into another stand alone program that converts them into a language that the Mazak software can understand and stores them for future part runs. The operators can change any dimension or operation once it is in the Mazak, but they do not have the tools or training to take it from concept stage, through the 3D world, and then to the Mazak. All of the information from the customer comes to us as .pdf files or paper drawings. If we need a 3D model, that is up to me to create.
