Mark, I remember those days, living Southeast of Buffalo in what they call the snow belt. Lake effect snow storms before Lake Erie freezes over, our streets was a priority due to our Dairy farm and all the others further in. It seamed that they cleared the rout of the milk truck then worked out from there.
Several sections of roads including one my cousin lives on are closed and not plowed till spring, you have to enter from the other the end, either extensive drifting, and or grade too steep to navigate safely on snow packed roads.
