Pull cable locks it in, kick down switch was under gas pedal.

I had one in my first car, a 59 Ford f100. IIRC, the tee g=handle would lock it into ummm I think OD, but maybe Std? The was so you would have some engine braking. Otherwise going into OD was controlled by a rotating governor,like in an auto. The governor must have activated a switch and that relay.* Then stomp the pedal to the floor and it would down shift to 3rd.

* because I added a switch on my column shifter knob so I had a six speed.

Borg-Warner OD as I recall. Dunno if it was different tranny than Dodge used in Ws, maybe that is your linkage prob?
