Some years ago my dog refused to walk on the sidewalk in front of the courthouse when it was wet. One day some other guy tried to take his dog up the steps to the courthouse and it almost had a fit, yelping and jumping around. The guy was totally surprised and thought something was wrong with his dog. I explained that they have electric heating wires embedded in the concrete and somehow the insulation must be broken somewhere and the current is getting out. I was going to check a couple points some distance apart with a volt meter, but by the time I got around to it, the steps and sidewalk were no longer de-icing themselves. Either the wires finally broke all the way or somebody turned the circuit off. I notice the sidewalk in front of the cop shop still steams on wet, foggy days, though. It must be nice to have tax money to pay for electrically-heated sidewalks.
