Coming from an automotive engineer, you're best off dumping it out and starting fresh. The more volatile compounds that make starting easier are long gone. Even if you didn't have a water problem, gas of this age will cause all sorts of driveability issues.
If you really want to save it, empty your tank, separate the water and add the old gas to your cars a gallon or two per fillup.
