Don't know about any one guy's individual personal circumstances, but there are lots of private and public groups trying to not only lead the horse to water but also make him drink. For whatever reason, some people, vets and non-vets, just don't find a place for themselves in modern civilization. On the other hand, I can certainly see how combat could drive a man to drinking and once he's an alcoholic, it's hard to get out of that pit, even if the government buys him a house. Not sure what the government should do about it, other than avoid getting into wars unless there's a da*n good reason for it.
