LU-2 Winch Drag Brake

This is my first LU-2 rebuild so I'm learning as I go. This part is a drag brake. Looks like it is missing a fiber pad of some sort that would ride on the surface of the drum to slow unspooling of the cable. The drum shows no signs of wear from a pad. Maybe the pad was never there or wore away long ago?
