It could have been a surplus truck after the war converted to a hi railer for the railroad to use to inspect the rails. With Alaska being some tough railroad country with snow and all they probably needed a real good 4x4 to get to places via road or rail for inspections. This type of setup is very common nowadays. The tires on the new trucks are a lot taller then normal so they can touch the rail and move the truck.
