It appears that you had only one tire off the ground. You will get 1/2 the number of revolutions that you are expecting under this condition. I do not understand the mechanics but it happens. Accurately mark your drive shaft in relation to either the transfercase or differential case then mark the tire ground contact point and spin it again. Measure accurately and you can find out the ratio.
