M-37 fuel pump switch -- how does it work and

does it need to be turned on at all? It is on the front wall of the bench seat and you can hear it run when it is on . When i tried to start it with the switch on it would not start --- is there a possibility that it flooded? After I started it with the switch off two week later it ran fine and it continued to run with the switch off -- is it a secondary fuel pump?

Please let me know your ideas
