SOAK the ring area with penetrant of your choice (WD-40, Kroil, 4-Way plus). Cut the tire off with a 7-1/4" saw (worm-drive if you have one), use a crappy old blade. Cut the wire bead with a chisel or cut-off tool. Hit lock-ring up with mallet or hammer. Not fun or neat. Good luck.
