TRANSFER CASE HELP 57 flat fender

Had transfer case rebuilt a year ago, just got it put back in the truck PW 57 flat fender.
The truck is under full restoration and only turning shafts by hand.(the drive shafts are not connected yet)
When I go from high range to low range, transfer input shaft turns free. In high range it engages.
When I shift from two wheel drive to four wheel drive I see no change meaning that the front shaft and the reat shaft apear to be locked together and turn together in eiter four wheel or two wheel drive?????
Transfer case has no oil in case yet.
Is it possible the the transfer case could have been built incorrectly?
Is it possible this could be a singel speed transfer case???
Is it possible that when I put oil in case ,and connect drive shafts, and run it on the street it will work???

When I first got the truck only driving it a few times around the block with no breaks, I could not tell if I was in high, low, two, or four wheel drive.
