Will throw this out there for you to ponder . Many engines have a drain on the side of the block. If you open it does water come out? Maybe the block is restricted in some way. You could try to clean the block by removing the Welch plugs "frost plugs" and flush and clean the block in that manner. How is the water distribution tube is it still intact and not collapsed. Are the hoses in good condition? check to see if the are not collapsed when the engine is hot.
