My old Caterpillar manual suggests that if all else fails, a radiator can be cleaned with a mixture of muriatic acid and formaldehyde, followed by a rinse with washing soda. They offer a very specific formula and warn that it WILL attack the brass and to only use it if necessary and for the minimal amount of time. With all those warnings, and with the scarcity of our old brass radiators, I think I'd steer clear of acid solutions unless I could clearly see the mineral buildup and I was going to have to scrap the radiator otherwise.
