Don't "seal" a tank that's not leaking...

Just clean it up.

The sealers require complete removal before sealing again. Thus once a tank is sealed with one of these products it will be much more difficult to deal with when that sealer fails than with a tank without a sealer inside.

If the tank is just rusty and not leaking, why not clean out the rust and leave it alone until next time?(more rust removal or perhaps it's leaking then) Eventually a sealer or other repair will be necessary to keep the tank in use but I would put off using the sealer as along as possible.
