Nope. Oil comes in from the upper port in block to bottom of filter and out top of filter to lower port in block. Easy way to remember this is "top port to bottom of filter; top of filter to bottom port". Or think of it as long line and short line.
Main point is supply to filter comes from the oil galley, which is the higher of the two ports.
