I wire brush as much and then blow with air outside. Then wipe it out several times with thinner. I then brush paint it with rusty metal primer or an inverter if they are real bad. Gives a clean surface so adhesion is better. Get a good light to stick in there so you can see it. edges first and work your way to the middle.
