OK take one step back. How are all the other plugs, black, gray, white? If 7 are not fouled then the carb is not running rich. It may be a bad plug. did you swap it out with another one of the clean plugs? You could install a non fouler plug adapter and see if the plug stays clean. If so it may be a inside problem. Bad valve seals only show on a cold start after the engine sits awhile. After she is running down the road the oil is burned off. Good luck. Bill PS try a hotter spark plug. You have to find the old guy at the parts store to help you with that.
