You may be able to section the whole header panel and weld in a widening strip in such a way as the header then bolts/screws/rivets back in place. Then you have access through the wiper covers or you can pull the header for access. If it's done right, the header would move out towards the driver maybe an inch from the cab (if you get my meaning).
