no matter what the shielding component you use, gas or flux, welding in the wind is a bad idea. per aws a breeze of 5 mph or more requires protection from it. the wind will blow away your shielding gas just as easily as the shielding from the fumes produced from smaw or fcaw processes. also, if you are getting a lot of spatter, something like polarity, electrode stickout or base metal preparation should be looked into.
