Bill can you get the model # from the ID plate located on the driverside timing cover on the front of engine? Some of the injection pumps have a cold start module that is wired into the start circuit that will hold the fuel shut off plunger open when the key is turned on.If you can find the fuel shut plunger located on the rear of most injection pumps,pull it off and ground it with 12 v supplied to it and see if the plunger pulls in.Whatch for the spring
