Sounds more like ignition timing to me Tim. If valve timing was off a tooth it could present that way, unlikely, but easy to check. loosen distributor and advance until engine is at max revs and check timing with a timing light - back off a few degrees, shut it down and see if it starts or backfires through the carb. If it starts OK try it out and report back. Personally I would set timing about 8 to 10 BTDC and try it first. Next would be remove governor and try it. If neither of those fixes or improves it, you need to get back to basics and start over. There's so many "could be's" without knowing your engine, but you have to start somewhere. Remove governor, try it, no good? put it back like it was - one possible eliminated.
