Does your distributor have vacuum advance or mechanical advance?
I had similar problem with my '41 WC-1 years ago. Found the vacuum advance wasn't working. Took that out and replaced with the lighter mechanical advance springs available from Mr. Gasket, (I think). Problem solved.
