? OT Generator is a starter??

OK guys found a new one today A small old lawn and garden tractor, 15HP air cooled. Customer says the generator is the starter. Was trying to help him get it started. Told him to bring me the starter and he brought me the generator. Looked at the servcie manual and it shows the starter and generator the same. Is this right? Thanks Bill.
