spray it up with PB, Deep Creep, or similar & let it soak in.
put lugs back on part way, drop it to the ground, and rock it sideways.
then if that don't work drive it in figure 8 with lugs lose.
when ya get it free clean corrosion on wheel & rust on hub and then apply generous amounts of anti seize.
