According to the postal authorities it's illegal to send cash through the mails, not to mention risky. Same with FedEx and UPS.
On top of that, the Government has criminalized possession of large amounts of cash. When I retired from the S.O. it was $10K but I think they lowered it since. There's more to it than that of course, but you can thank the drug trade for the problem.
