When I did my Flat Bed I just put a 2x4 on top of the wheels then measured the gap on the axle top to the frame bottom added that to the measurement of the 2x4 from the top of the frame and set the bed at that height. That way if I hit a bad bump or hole the tire could not hit the bed.
