open exhaust flows out the pipe, closed keeps more heat to the manifold as so you dont get the manifold icing up and causing a stall problem. Even when its closed there is room for exhaust to go out the pipe. When you accelerate the exhaust does push it open. It doesn't stay closed for long. Bill.
