yes they can. they are designed to run at 3200 consistently. that is where stock governors would be set. you don't run into any oiling issues until you get far above that for long periods of time. I have never had one fail running those kinds of rpms for tons of miles. I think I must have put 75-100K on my last WC52.
if I had an old worn out engine with who knows how many miles and its burning a quart every 100 miles then I would slow down a bit. But you have a low mile engine so no problem.
