That looks like the nest for Bald Faced Hornets. They are the most aggressive wasps I know of. If you don't have to work around it you could leave them be...but if you can't avoid it and had to eliminate them, what I have done is to go out at night when they are all in the nest and spray the hornet stuff up in the hole from a safe distance.
Be careful, even if you are not allergic!
