DIESEL WONT RUN .....NEED HELP

Sorry to get off topic, but need some help and have no one else to turn to.

I have a 2 cyl, 15 kw diesel generator, stationary mount. The diesel has 534 hours of trouble free running. Last night after running 2 hours during a power failure, it started to loose RPM's, By the time I got out to shut it down, it was barely running.

Today I did the following;

The throttle is locked at 1800 rpm's/60 hertz and has NOT moved.

Changed fuel filters (they looked real clean)
Bled air out of Pump and injectors
It started right up, but would not go above a
slow idle.

I checked the fuel supply from the 750 gallon tank, good flow.

Took off muffler at manifold in case it was blocked. Started right up, would not run above a slow idle.

Checked intake manifold for air restriction, nothing, clean.

Once again took fuel line off the injector pump fitting and can easily blow right back to the tank and hear bubbles in the tank when blowing. Bled system, started right up but only runs at slow idle.

While running at slow idle, loosened the Injector hold down nuts. Good fuel squirting
on each injector.

What am I missing. I dont know how to go any further with a diesel ? At 1400 pounds, its to heavy to take to someone.
